Mike Leahy joins VESystems
VESystems, L.L.C. is pleased to announce Mr. Michael Leahy has joined their professional team as Senior Vice President, Central Region. VESystems is a full service toll industry leader focused on developing and implementing modern and highly effective tolling solutions. VESystems offers a full suite of services ranging from system design, development, implementation, maintenance, reporting and oversight to full service staffing and management solutions. Although currently located in Orange County, California, Mr. Leahy will be moving his base of operation to Austin, Texas. His 33 years of transportation and toll management experience is unparalleled in the industry.
Most recently, Mr. Leahy served as Chief Toll Operations Officer for the Transportation Corridor Agencies (TCA) in Orange County, California. At TCA, he played a key role in opening 36 of the 51-mile open toll road system. Mr. Leahy was also responsible for $30 million in annual operating budgets. He directed all aspects of customer service, violations enforcement, on-road cash and electronic toll operations, facility maintenance, and tolling systems maintenance and development.
Under his leadership, TCA implemented a customer-friendly violation enforcement program that continues to be a model for the nation and world, generating over $14 million every year in positive revenue. Other programs under Mr. Leahy’s leadership included the implementation of a first-in-operation modern web-based customer service and violation toll system, the first-ever on-road Automated Toll Payment Machine, the first-ever retail (McDonald’s® restaurants) non-toll use for transponder accounts and many other first-in-class business concepts.
Prior to TCA, Mr. Leahy served in several senior level leadership positions in transit operations management, vehicle engineering management, and computer system management at the Los Angeles County Metropolitan Transportation Authority. Mr. Leahy may be reached at (949) 293-3682 or via email at
